New City is a commercial real estate development firm with a focus on creating unique non-commodity places where community can grow and flourish. The company has a specific concentration on the preservation of structures with historic character and exploring ways to repurpose them for modern use.

New City’s President, Jim Irwin, directs the company’s real estate development and consulting operations. Over the course of his career, Jim has been responsible for nearly $2 billion of new investment around the United States.

When new construction is called for, the company searches for ways to construct beautiful high-quality projects that fit within the context of the surrounding environment. Past and Present Projects by New City Properties

725 Ponce (Atlanta)

725 Ponce is a mixed-use office development on the Atlanta BeltLine, adjacent to Ponce City Market. The building features 370,000sf of class-A loft office space and its architecture is designed to fit within the context of the neighboring historic buildings. Its lobby and retail have direct BeltLine connections and the design includes multiple roof terraces overlooking Historic Fourth Ward Park as an amenity to the office space. Anchoring the retail component is a new 60,000 square-foot urban prototype Kroger.

Neuhoff (Nashville)

In 2019, New City Properties acquired the 14-acre Neuhoff site in Nashville, TN. The distinctive Neuhoff site is located on the west bank of the Cumberland River in the eastern section of Nashville’s Germantown neighborhood. The property was constructed in the early 1920’s as a meat-packing facility and later served as mixed-use space, housing the Nashville Jazz Workshop and the Nashville Cultural Arts Project, among others.

New City has partnered with world-class architects to reinvent the site as a mixed-use waterfront development with city-defining architecture as a key feature. New York-based S9 Architects is the project’s design architect and master planner, Smith Gee is adaptive reuse component’s architect of record, and HKS Architects serve as the site’s architect of record.

A world-class master planner has chosen Hamilton County.

Parkview Field (Fort Wayne)

Initially engaged by the City of Fort Wayne, Indiana in 2006, Jim Irwin managed the development of a new baseball venue for the Single A affiliate of the San Diego Padres. The 14 acres mixed-use development included an 7,500 seat minor-league stadium, a 1.5 acre public park, a 5-story structure including office, retail and residential, 11,000sf year-round conference space, two hotels, and a 330 space parking structure wrapped with brick to appear like a warehouse. The project was constructed in the city’s central business district and repurposed a neglected brownfield site into a dynamic mixed use development.

Ponce City Market (Atlanta)

While working at Jamestown, Jim Irwin led the redevelopment of Ponce City Market, one of the largest and most significant historic rehabilitation projects in the nation. Ponce City Market was originally constructed by Sears & Roebuck in 1926 as a regional distribution center and now contains 330,000sf of retail and restaurants, 560,000sf of Class-A loft office space and 259 residential units. The project, which was a public-private partnership with the City of Atlanta, has been a catalyst for the neighboring community, spurring the construction of nearly 2000 new multifamily residential units and over $1 billion in new investment.

The South Broad Redevelopment Group

The South Broad Redevelopment Group is a community-led 501(c)(4) non-profit organization that has been working for more than 27 years to enhance, promote, rebuild, and develop the South Broad area for the good of local businesses and residents. For almost three decades, the organization has served as an important link between downtown and local tourist attractions with the goal of developing South Broad into a commercial destination supported by a full range of desirable housing. The organization has a positive track record for serving the community in various ways, including by advocating for adequate living conditions for low-income tenants, supporting police activity to reduce illicit drug use, zoning, and extending Chattanooga’s Riverwalk. Ann Weeks, President Emeritus of the South Broad Redevelopment Group, joined other local leaders at the South Broad revitalization press conference on June 30, 2022 to support the planned redevelopment.

The following organizations are represented by board members who serve on the South Broad Redevelopment Board: WDEF-TV, CoLab, Stemco, First Horizon Bank, Latitude Advisors, Ruby Falls, Calvary Chapel, Chattanooga First Federal Credit Union, Covenant College, Chattanooga Tourism Company, and four South Broad property owners.

Perimeter Properties

Perimeter Properties is a Chattanooga-based real estate management company with a strong history of supporting Chattanooga’s business and local philanthropic causes. The company purchased the Wheland foundry site in 2002 and later purchased the US Pipe site in 2006 to preserve and protect the land from being carved up and destroyed by piecemeal development. 

In addition to its previous donation of 12 acres for the Riverwalk, Perimeter Properties also is donating 8 acres of for the stadium.

The Chattanooga Lookouts

The Lookouts have called Chattanooga home since 1885, making it one of the most historic teams in any sport at any level. Unfortunately, the Lookout’s current ballpark is not an adequate venue for the storied team according to Major League Baseball.

The Lookouts are jointly owned by over 20 partners that include respected local community leaders and experienced team operators/developers of stadium-centered mixed-use development. In addition to the Lookouts, this partnership group also owns and operates the Columbia Fireflies (Columbia, South Carolina) and Fort Wayne TinCaps (Fort Wayne, Indiana) Minor League Baseball Teams and stadiums. Both of these stadiums have been developed by these partners, leading to over $2 billion in development — greatly benefiting local economies and the lives of local residents.
